Fix UTF-16 output

The UTF-16 output does not currently work as expected as per archivesunleashed/auk-notebooks#42.

It probably is still useful for users to change character settings manually, but it would be good to see if we could apply some language detection or other method so a collection output shows what matters out of the box.
