If you use a link to an anchor, the page loads at the top and doesn't take you to the anchor position e.g. https://docs.arcjet.com/rate-limiting/reference#per-route-vs-middleware doesn't take you to the relevant section.

This might depend on the anchor being rendered after the page load, so there is no anchor to go to on first load.
