When all deliverables are 'completed' or 'Undelivered' or 'Cancelled' the project should be marked complete. Seems current rules don't treat 'Undelivered' items appropriate. 

E.g., WA2011_10_Spalinger Tundra in Transition is (alas) 'Complete' even though almost all final deliverables are 'Undelivered'.​
