MORTY PDE scripts require manual data input

Create OpenMC dependent versions of the MORTY PDE scripts. These versions should take a nuclide and an average energy to generate single group cross sections and fission yield fractions for that nuclide and four of its preceding isobars. The thermal energy results for xenon-135 should align with the results generated from the current scripts.
