Feat(eos_designs): Make switch interface and _extra_keys available to Description and IP address modules

Enhancement summary

The goal is to make it easier to replace the existing modules with a custom module for IP address and description.
A good addition to this PR would be a documentation on how to use with recommendation to not use self.shared_utils but only what is part of the UtilsMixin class.
