Problem: missing detailed pipeline usage control

We have a simple local weighted semaphore per pipeline that is acquried/released by workflows. We need to introduce a better system that works across multiple processes. There is also interest in having the ability to turn off pipelines or impede their use when they become unavailable. We have multiple options here, e.g. monitoring workflows, distributed semaphores, etc...
