Alert when mistral is down

Stackstorm doesn't currently have a way of alerting if mistral is down. Rather it tries reconnecting for a specified amount of time.

This could be solved by setting retries to 0, but it might be better to retry as needed, but instead alerting if we see an evidence of this event in the logs.
