As a temporary workaround for OTP 28 + Elixir 1.18.4, asdf install elixir 1.18.4 works.

The usage of the OTP depends on your Erlang version. If you are using a recent Erlang version, you don't need to specify the OTP, just the Elixir version. The -otp suffix is used to get a compiled Elixir version for older Erlang versions.

As you are new, I suggest you install the latest version without a custom OTP.
