The Astarte device SDK dependencies need to be installed to build the message hub.
One specific dependency is libsqlite3-dev package on Ubuntu.
Right now there is no mention in the README.
It should be specified that all dependencies of the Astarte device SDK are required to build this project.

I believe this issue is not for this repo, but for the astarte-message-hub, here we don't have an explicit dependency for the Astarte Device SDK.
