To support continuous map (e.g. extinction maps, pixel mask, pre-computed regional priors).

Additional properties:

one file per partition
_healpix_29 value will correspond to lowest value possible within tile.
requires partition_info.csv, and should cover the whole sky
Still has properties
- catalog_type = "map"
- ra/dec columns allowed, but not required
