Direct pilot submission tasks

The following features and fixes should be added for the direct pilot submission

• The errors while querying the CREAM CE status should be properly treated ( interpreted as zeros in the counters now )
• The number of waiting pilots in the CE queues can be taken from the PilotAgentsDB. The queue should be stored in the DB then.
• The Pilot output should be retrievable on demand
