Issue with location reordering

Describe the bug
If you add multiple locations to your profile and then try to re-order them, you are not able to move the first location around. Only the second and consecutive locations will move.

To Reproduce
Steps to reproduce the behavior:

1. First I added 3 locations to my profile
2. Then I pressed the reorder icon at the top right of the screen
3. And then I attempted to moved them around

Expected behavior
You should be able to reorder all 3 locations and not just the second and third ones. It might be that the entire location experience needs to be reimagined.
