Starting the discussion on how to periodically review parts of this dataset to make sure unused subsets aren't taking up unnecessary storage.

Ideas discussed:

Send a ia39-wide message listing what datasets/subsets are up for review and asking users to respond if they are still using it.
A message can be added to new requested datasets having a set time (i.e. 12 months) that we will store it and after that time has expired send a ia39 message asking if more time is required.
