Better long-term solution:

For single instance: use Spring Boot Actuator's /restart endpoint -
https://cloud.spring.io/spring-cloud-static/Finchley.SR2/single/spring-cloud.html#_endpoints
For multiple instances sharing same config (e.g. cluster): use Spring Cloud Config server (embedded or not) and Spring Cloud Bus -
