Improving cleanliness, repo settings, and such

  • Recent bad merge conflict resolution led me to leave the multiple squid directory with a single .env.sample
  • Add .github/codeowner for automatic reviewers (especially useful for external contribution)
  • Update root readme and squid readme to be more in-depth on the process to use, build and contribute the indexers
  • Improve health-check readme
