Goal

The current E2E tests for the CLI functionality are using the Etna Devnet as the testing environment. The Etna upgrade has been activated on Fuji and therefore the Etna Devnet will soon be deprecated.

Assumptions and Scope

So that we no longer depend on an external environment to run the E2E tests, the CLI testing should depend instead on a local network to test functionality.

Requirements:

Local network can pull the latest release of avalanchego and stand up a test network in a reasonable amount of time.

Current Limitations

The CLI currently cannot launch local networks with the latest upgrade activated
