[CSV] Misc pending tasks

Issues:

• Currently the 'user and catchment' data upload doesn't accept the values in the columns of its sample file since both are not in sync.
• When a file with 'double extension' is uploaded error_message is like the below:

AC:

• Upload of 'user and catchment' data should work when headers are like that of in the sample file
  • When values for mandatory fields/columns not present in the uploaded data then display the error in the error column of CSV as "Value for 'Mobile number' column is missing" in the respective row.
  • Also make sure changes done for this card is retained.
• Show only error message(without stacktrace) on upload of a file with double extension as "Please update the file name of the uploaded file to have a single extension and try again."
