Handle privileges in the UI

as is:

• work list udpation rule - can edit and click save - the page breaks saying there was a problem for 403 orgConfig response
• when there are no person subject type in relationships we show Please click [here](https://app.security.lfe.avniproject.org/#/appDesigner/subjectType/create) and create an Person subject type to enable this screen. - on clicking goes to subject types creation screen - on saving - 403 response - but user not notified anything in the UI
• For extensions we show delete icon even though no privileges exist - might cause confusion
