Unable to save the form is if we have the error

After adding the question group and added the form element and removing and save it show as error but deleting the Question Group we unable to save it

env : staging
org : APF
user : Maha@APF

Steps to Reproduce :

1.Login to the app
2.Added the question group and form element
3.remove the question group and save it error is displayed
4.And if deleted the question group and try to save it

Expected Result : Should allow to save the form
Actual Result : It display error and unable to save it
