Document the Avocado-VT release process #3462

The release of new Avocado-VT versions have changed since version 94.0 and PR #3295.

Also, with #3458, a freeze of the test providers (tp-qemu and tp-libvirt) used on CI have been introduced.

But, we are still missing a formal documentation of the release rules and overall steps, including:

Which versions of the test providers would be used
Who would/could bump those versions
How to followup with updates to the "downstream" packages such as "avocado-vt" Fedora module

And many others.
