l10n_fi_rapco cannot be installed on Odoo 13 EE running on Odoo.sh. The system complains:

You try to install module 'l10n_fi_rapko-8.0' that depends on module 'account_chart'.
But the latter module is not available in your system.

Odoo 13 EE does not have module account_chart available
