Remove Ukraine from the list of embargoed countries

According to the OFAC documents, only certain areas of Ukraine (Crimea) are prohibited:

"The exportation or reexportation of certain services and software from the United States or by a U.S. person, wherever located, to the Crimea region of Ukraine."

But you are blocking the whole country and some companies (like Hashicorp) just take this list for granted without checking the information.
