Presently Rover 2 only supports Azure for terraform backend state. Rover v1 supported Terraform Cloud. If we are aiming for feature parity we also need to include support for it.
This would be a lot of effort, and investigation would be required.
Reasons
Rover v1 has support for it
Is it really needed or still used?

Support for Terraform Cloud in some seamless fashion
If not seemless, maybe new flags or top level commands
Updates to the terraform init sections where state is handled
