Gamerule Reverting to Default

I've set the gamerules:

/gamerule keepInventory true
/gamerule mobGriefing false

I know I've entered them correctly because they work until I exit the world and reload it.
I tried editing the level.dat but it always reverts back to the defaults when reloading any world.
