As mentioned in the discussion in Backdrop LIVE today, a concept for discussion:

Add a checkbox to the Paragraph type configuration page that says "Allow this Paragraph Type to be added as a Block on Layouts"
Create a new block type automatically with the fields defined in the Paragraph Type
