Would it be possible for other chrome apps and extensions to add their own commands?

Can extension FooBar add commands to Backtick and get invoked for them, instead of commands having their own snippet?

Yes. They can even submit them to be included in the curated library of commands.
I thought I understood the OP. I am not sure I understand:

Like I wrote Use HTTPS, which redirects websites to their HTTPS versions. Can I add backtick commands to say things like "Always redirect this site" or "Never redirect this site".

I think I see what you are saying now.
Give Backtick an API that other extensions can use to add commands on the fly.
I like that! I'll add that functionality in a future release.

It might already be available in the newest version.
