🐛 fix(bal-modal): Opening and Closing causes scrolling

Current Behavior

This seems to be a similar issue as #1476
Opening the modal somehow triggers the navigation (opening the meta navigation as well). Closing it will cause the page to scroll up and then back to the latest position. This happens in all viewports.

Expected Behavior

Opening an overlay on the page should not cause scrolling to the top of the page.

Steps to Reproduce

1. regular usage of the modal
2. scroll down the page
3. open modal and close it again
