Input-Scroll should support mousewheel scrolling

Should create a new event detecting mousewheel scroll (input only) and increment accordingly with the same modifier key functions as scrubbing, since other apps (PS/AE) with these elements do this and users will likely expect to be able to.

May need to hijack scrolling and prevent it in the document if not evt.preventDefault() during this
