It is easier to observe the problem if this is done between two lines containing text. On a new or existing note, press ENTER a few times. That will create new lines and move the cursor down the text. Then press UP. The cursor will disappear.
The cursor will reappear if you type some text. Deleting the text on the line does not seem to cause any problem (i.e. does not make the cursor disappear again).
It makes it quite hard to navigate the text.
