Duplicate required products cannot be removed from the Production form

When a reporter adds a duplicate required product to the product form, the product cannot be removed (since it is a required product and we block the removal of those). The extra product can be removed until the page is refreshed or navigated away from but it becomes locked in after that.

Steps to reproduce the behaviour:

As a reporter, go to the production form of a draft application.
Enter a duplicate required product.
Refresh the page or navigate away and then come back.
The remove button will be gone & the product dropdown will be locked.
