As an administrator, I want to define the reporting periods where a product can be used, so that archiving a product does not trigger errors in older applications

Description:

As products are archived and created over the years, older CIIP applications will exist, using settings which are no longer valid. The administrator should define which reporting years a product can be used for, and that setting should be editable for published or archived products.

Two optional settings should be added to the product creation form:

• minimum reporting period: if set, this is the earliest reporting period where the product can be used
• maximum reporting period: if set, this is the latest reporting period where the product can be used

Product that are archived should be usable when revising applications from previous reporting periods
