app incentive calculator differs slightly from cas calculator

Describe the Bug:

The app's incentive calculator returns slightly different calculated incentive values than the internal cas calculator for multi-product facilities. This is because of a difference in where the rounding of the incentive ratio is done. The app calculates the individual incentive for each product reported by a facility and rounds each product's incentive ratio at that point to 4 decimal places. The internal cas calculator calculates the overall incentive ratio for the facility rounds the value to 4 decimal places at that point and applies that ratio to determine the calculated incentive. This means that sometimes the two calculators can be off by small decimal amounts & results in slightly different values.

Hanna has noted that this is a minor issue for now as far as cas is concerned.
