CWU Scoring - Design Improvements

As a CWU Opportunity Owner or Administrator
I want to be able to evaluate CWU opportunities more efficiently by adding evaluation scores in batch (currently, each score must be added individually).

Design recommendations (from original Jira ticket):

• Add “Enter Scores” button to the contextual navbar for the “Proposals” section when managing a CWU opportunity

  • If scores have been added, replace with “Edit Scores” button

• When “Enter Scores” button is clicked, present the user to enter all scores for all proposals

  • Content will include Proponent Name (readonly), Total Score (input) and Comments/Notes (textarea) for each vendor submission

Actions:

• Cancel
• Save Scores (previously, “Submit Scores”)
  • Save Scores allows the user to save all known scores (i.e. some scores may be left blank)
  • Save Notes for each submission would appear in the Proposal History
• Provide a “Lock Scores” button in the contextual navbar (disabled until all scores have been entered)
  • all scores must be entered and saved to activate this button
  • once clicked, user will not be able to go back and edit scores for the corresponding phase
