Override Required CRA Identifier

As a host without a CRA identifier,
I want to override the requirement to provide a CRA identifier when completing the property host information
So that I can submit my registration

Host Application
Given I am on Step 2: Add an Individual or Business of the host application,
When I add an individual and select "property host"
Then I want to be able to select a checkbox under "CRA identifier" that says "I do not have a CRA Identifier"
And then CRA Identifier will be an optional field
And I can submit my application without that field.

Examiner Dashboard
Given I am viewing the field " CRA Identifier" on the dashboard
When the host has selected " I do not have a CRA identifier" on their application
Then it will display: No CRA Identifier
