Fix partial routes on BCMI website

Describe the Bug
The BCMI website includes a number of links with partial routes, such as /authorizations#minesActPermits. Going to these links doesn't load the page in the proper place.

Expected Behaviour
The page loads at the element with the id in the URL.

Actual Behaviour
The page loads at the top.

** Steps To Reproduce**
Steps to reproduce the behaviour:

1. Go to /authorizations#minesActPermits either on your localHost or on https://mines.nrs.gov.bc.ca/.
2. The page will load at the top instead of at the "Mines Act Permits" section. If you inspect the title, you will see it does have id="minesActPermits".
