LCFS - Fix Extra Whitespace and Filter Issues in User Activity Table

Description:
Address UI issues in the "User Activity" form, including extra whitespace when filtering by Action Type, unselectable filters, and an unnecessary checkbox.

Requirements:

1. Fix Row Padding: Remove unexpected row padding that appears when filtering by Action Type.
2. Make Filters Selectable: Ensure that the Action Type and Transaction Type filters are functional and selectable.
3. Remove Unnecessary Checkbox: Identify and remove the redundant checkbox from the "User Activity" form.

Acceptance Criteria:

• No extra whitespace appears in the "User Activity" table when filtering by Action Type.
• Action Type and Transaction Type filters are fully functional and selectable.
• The unnecessary checkbox is removed, and the form layout remains visually consistent.
• Automated tests confirm UI updates and functionality improvements.
