LCFS - Reset test account 7 on DEV

Describe the Bug
The 2024 compliance report from test account LCFS Org 7 on DEV seems to be broken. It appears that a user created an export schedule and then deleted it. The summary result is still showing, but the report is in a draft state and is showing "view full historical report in TFRS", which is odd too since there are no 2024 reports in TFRS

Expected Behaviour
The report is in a draft status, so there should be an ability for a BCeID user to add sections to the report.

Actual Behaviour
There is no ability to add any sections to the compliance report and the summary shows an export result where there are no schedules visible.

Implications
2024 reporting for test account 7 on DEV is blocked

Steps To Reproduce
Steps to reproduce the behaviour:
User/Role: BCeID user test account 7 on DEV

1. Go to 2024 compliance report
2. See that there are no sections displayed, no ability to add sections and the button at the top that says to visit TFRS to see full report.
