Add support for a request parameter called &travelTimePeriod that defines how far into the future, the router needs to look for road restrictions. &travelTimePeriod is ignored if time-dependency is disabled. By default &travelTimePeriod is two weeks.

This feature is needed by OnRoute to ensure all restrictions within the permitted travel period are taken into account when determining best route.
