Based on the way you're phrasing these questions, I'm going to guess you're based in China - in which case, you're likely hitting the government-instituted firewall. I'm not aware of anything we can do to work around that, and as I'm not in a position to test it myself, there's not much I can do to help develop a solution.

If you're not based in China, then a firewall of some kind is still the most likely option. I don't know what proxies or similar you have in place with your browser, but the gradle.org URL is entirely valid. If your computer isn't able to reach it, that's a problem with your computer - which, again, isn't something I can really help with.

Can I download this compressed file in advance before running the build script and place it in the designated location to skip this installation step so that there won't be any errors? Also, I can download this file, but it seems that the build script cannot download it. Thank you

Not that I'm aware of. The download is being performed by the Android toolchain, so it's outside our control.
