Its actually works fine with ST3, but it's not avaible from Package Control

Didn't know that! Thanks!

I installed it by adding the repo URL (https://github.com/gipsy-king/ControlScroll.git) to package control on ST3. Worked like a charm.

I agree, though--it would be nice if it were in the default sublime.wbond.net repo.
