This is still an issue, and is made harder to resolve after confining codegen to the main assembly.

Fixing this requires valid codegen for all assemblies, which in turn requires a fix to Mono.Cecil.TypeReference.Resolve() with Portable Assemblies. Blocked until Cecil's issue 123 is resolved.
