Setup unattended upgrades and automatic reboots when needed

It would be preferable if the servers auto upgraded themselves on the schedule and when needed also automatically reboot.

For each server there is a good default reboot time during the week when reboot has minimal impact and we can leverage that to reboot them when reboot is required (e.g. check for /var/run/reboot-required file)
