Include Apcu for PHP 8.1 and PHP 8.2

We would like to see the PHP extension APCu included by default in Herd for PHP 8.1 and 8.2. We use Akeneo for several clients, and it requires this extension. We know it can still be done via Brew, but we would prefer not to do that because it takes extra time to manage across multiple developers.
