Add recipe builder

Give an option for admins to build Recipes from protocols that can them be applied to groups of strains instead of since strain pipelines.

• Build recipes DB table
• Add name, description, version, and recipe string for Flowcraft
• Create a page to build recipes based on the protocols.

Since Flowcraft v1.3.0 now provides recipes with a description, we need to get the available recipes and them the user can choose the strains they want to apply.

Also give a view to administrators to select recipes directives like cpu, memory, and other specific parameters.
