move user table to overview

Currently the manage tab of the overview page (for managers) lists all users in a table and according actions to manage each user. Instead of having the user fold-out, move the table to the overview page to be displayed not only for managers but also for group members and place the action buttons for each user only for managers. This replaces the fold-out.
