move project table to overview

Currently the manage tab of the overview page (for managers) lists all projects in a table and according actions to manage each project. Instead of having the project fold-outs, move the table to the overview page to be displayed not only for managers but also for group members and place the action buttons for each user only for managers. This replaces the fold-out. Think about how the usage information and users should be placed.
