under 9 bot

hello.....can someone please build me a bot that will only take a trade when either digit 9 repeats itself twice or when digit 9 and 8 appear consecutively.it should trade under 8 on any volatility. it should also be able to use up all the balance in the account to take the next trade. Can someone please do that for me? @binary-deriv-master.....please help me.
