Since version 2.0.7, settingslogic has jeweler, rake, rspec and ruby-debug19 as its runtime dependencies. Of these, ruby-debug19 ends up requiring linecache19, which takes ages to compile locally and fails to compile on Heroku.

Do we really need these runtime dependencies?
Can't they be just development dependencies?
