Ideally we want to fully install ANN-SoLo using a single pip install command, rather than having to explicitly manage multiple dependencies.

Use cross-platform Faiss wheels as dependency.
Update the installation instructions so that all dependencies are automatically installed.
Convert setup.py to the setup.cfg format.
