Proton-style panel in Photon-style

Is there any way to make the panel in Photon-style look like panel in Proton-style?
I know it's intentional but I like having all the icons in the panel and I also like the old look of the tabs.

I'm using the v4.6.1 release with Tor browser 11.0.14 (based on Mozilla Firefox 91.10.0esr) (64-bit)

If you apply this file, it should work normally.

Verify that the path to the file is correct.
It should be a <FIREFOX_PROFILE>/user.js, not a <FIREFOX_PROFILE>/chrome/user.js.

I've done it and it still looks the same. I want the side panel on the right with all the icons.

Check userChrome.icon.panel_full is true at about:config.
If not, there is a problem because of the location of the configuration file.

Both the user.js and the chrome folder are in C:\Program Files (x86)\Tor Browser\Browser\TorBrowser\Data\Browser\profile.default
